Archbishop Roche, Secretary of the Congregation for Divine Worship and the Discipline of the Sacraments, cited a letter sent in August by the congregation’s prefect, Robert Cardinal Sarah, in which the cardinal wrote: “in times of difficulty (e.g. wars, pandemics), Bishops and Episcopal Conferences can give provisional norms which must be obeyed … These measures given by the Bishops and Episcopal Conferences expire when the situation returns to normal.”

Hopefully this directive will put the issue to bed once and for all.

Does this mean there are no EF masses in that diocese?

Just curious.

Correct me if I’m wrong but Latin Masses are already free to prohibit Communion in the hand?
Indeed they are, but many are not in a position to travel far to access one. I presume you support a greater number of Bishops increasing choice by way of not banning reception in OF Masses?

It was always a temporary measure, and since the bishop has episcopal authority over the diocese, this move was no surprise. The appeal would never have succeeded. Now if this is an issue a year from now, then such an appeal will likely be taken more seriously.

Bishop Tobin’s point is that if we are to hold to the autonomy of the Bishops in these cases, they are free to prohibit reception in the hand in the NO masses as well, presumably. Similar to the dioceses who has disallowed female alter servers. I know Arlington had for awhile, but now it is left to the individual Priest to decide for his parish.
