I assume that First Vespers (Evening Prayer I) for the feast of the Immaculate Conception will be abrogated in favor of Second Vespers (Evening Prayer II) of the Second Sunday of Advent? Thus the feast of the IC won’t start, liturgically, until matins / office of readings Monday morning?
 
Correct, Sunday II Vespers has precedence over I Vespers for the solemnity of the Immaculate Conception.
