I’ve seen it about 20 times, in several versions. A city has an ordinance about the size of flag displays. Then a gas station or a used car lot puts up a HUGE flag which whips around into power lines, etc. The city tells the owner to take it down and the owner wraps himself in the Constitution and says that he is being patriotic.

This scheme is played out. The flag is not patriotism and a construction site is not San Juan Hill.
