franciscan-archive.org/bvm/cdf.htmlAs for the credibility of the “apparitions” in question, this Dicastery respects what was decided by the bishops of the former Yugoslavia in the Declaration of Zadar, April 10, 1991: “On the basis of the investigations so far, it can not be affirmed that one is dealing with supernatural apparitions and revelations.”
Who does the CDF defer to this in statement, the local bishop? Nope. At the time the invested authority was in the National Conference of Catholic Bishops of Yogslavia, but since jurisdictional authority has been removed from national conferences in 1999, I believe, the matter was ceded to the CDF.
What does this mean? The CDF is now in charge, and none of the local bishops has any authority to decide such matters. So we, as with the decrees on Fatima, wait for the CDF’s opinion. Not bishop Zanic or the local bishops, the CDF and the CDF alone.
Sure they can express their personal opinions, but personal opinions are not binding on anyone.
