In Jesus’s day, was it a Roman rule that women who lived in Jerusalem weren’t allowed to leave the City Walls? I don’t know where I thought I heard this, but it doesn’t seem quite right to me. Please clarify.
 
I’ve never heard anything like that, and it certainly doesn’t have any resemblance to Roman law.

There may have been some laws restricting the movement of prostitutes, but usually that wasn’t a Roman thing, either. (Restricting how prostitutes dressed, so that you didn’t confuse a respectable Roman matron with a lady of the night – that was a Roman thing.)
 
Never heard anything like that, either in Scripture or in Roman history.
