Was John the Baptist really Elijah?

In Matthew chapter 11:14 our lord clearly tells to believe john as Elias but when john was asked the question in john chapter 1:22 concerning is he Elias
he clearly told “I AM NOT ELIAS”

is really john the baptist coming Elias ?
