Was John the Baptist the new Elijah?

I am wondering what the Bible says about Elijah coming back before the Messiah. Someone mentioned to me that John the Baptist is the new Elijah (of the New Testament) because he came before Jesus the Messiah. Is this true, and if so, how do I explain this to non-Catholics and Catholics? Thank you.
