Was Peter ever Bishop of Rome?

A website claims that St Paul ordained Linus as the first Bishop of Rome and even argues that there is no evidence to suggest that Peter was ever a Bishop in Rome. This throws into question the Roman Catholic claim that the Popes of the Roman Catholic Church can be traced back to St Peter.

I’m not sure it even matters… right?
