Was Peter the bishop of Rome or Antioch?

I am a convert to the Catholic church, been catholic a month now, but I’ve had an unresolved question nagging at me: if Peter was the bishop of Antioch, as Eusebius writes, then why isn’t the See of Peter in Antioch as opposed Rome?
