Was St. John the Baptist Elijah?

I’ve been reading a website which claims that there is evidence in the bible that John the baptist was not Elijah. I have heard Matthew 11:14 quoted as evidence that John was in fact Elijah returned. My question is, is there a catholic position on whether or not John the baptist was in fact Elijah? If so what is it and what evidence is there that this is so?
