Was the church really built on Peter?

In Matthew 16 we read about Jesus asking his disciples who they think he is. When Peter tells him Thou art the Christ, the Son of the living God, Jesus congratulated him. Evidently it was one time Peter didn’t stick his foot in his mouth and proved he was listening to Jesus when he pointed to such verses as II Samuel 22:32 which states: For who is God, save the Lord? And who is A ROCK, save our God? and Psalm 62:2 which states: He only is my rock and my salvation; he is my defence; I shall not be greatly moved.

Also, Paul wrote in I Corinthians 10:4 And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ. If Paul recognized Jesus as the Rock and Peter recognized Jesus as the Rock, why can’t the Catholic Church recognize Jesus as the Rock the Church is built upon?
