I would say it’s a generous dispensation. Celibacy is considered a higher estate, in religion.
The model would be Christ, the apostles, the lives of saints and the Virgin Mary herself.
A convert can’t be expected to put away his wife. They have received a binding sacrament together.
The Church may also (I don’t know) may make a calculation that an educated ex-Protestant might save on 20K+ of seminary fees and be a good witness to the Truth of our religion, to boot.
A higher standard is required from Catholics, knowing what we know and being baptised, received Communion from and being confirmed in the One True Faith by successors to the Apostles and through them, the first Catholic priest, Jesus Himself.
So celibacy is entirely appropriate for us. It’s a good sacrifice.
