Water Baptism and the Holy Spirit in the book of Acts

In a careful reading of the book of Acts I find that the exact mechanics or order of how one receives the Holy Spirit is very unclear.

In some cases you have them receiving through baptism and after baptism in others you have them receiving it while receiving the word and yet other times you have them receiving it while it is conferred by the laying on of hands.

There doesn’t seem to be any hard fast rules of how the spirit is conferred.

I would like to start a discussion of the nature of Baptism as it relates to reception of the Holy Spirit in the book of acts.

I would like to start with this question and see where it goes.

Is there systematic theology inferred in the book of Acts as to how one receives the Holy Spirit?
 
it would seem that there are three ways one can receive the Holy Spirit in the book of Acts.
  1. In Baptism
  2. Hearing the Word
  3. Laying on of Hands
But then there are examples of not receiving the Holy Spirit in Baptism or Hearing of the word but only when laying on of hands by the apostles.
