Not when I entered it, and I have done it multiply times. Just click on THOMAS home and enter the number into the search. Then click on HR 4379 IH and read the bills content.

I just got it to work! I used the phrase: We The People Act

And I just got it to work using the number 4379. The trick is to search as a phrase and not search as a bill number.
