I not thing policy update will help to prevent others to try to list items.

Let say stealed copyrighted cd or software, are illegal to sell by any policy and by eBay too, but it is not mean that today mister “badguy” will not try to list such items…

So we all need to participate in VERO(special ebay customers coop) Or just submit favorite searches as mickrosoft and such do…
