Wearing the Scapular

In the following links it is implied that not wearing the Brown Scapular can be a sin against the Holy Spirit?

I’m worried because think I’m not like wearing the Scapular right now, maybe in the future.
I thought it was optional, but since it was asked by Our Lady of Fatima, it is mandatory?

The Church hasnt made the scapular mandatory. It is an optional devotiom.
