Were non catholics permitted to receive communion at the Papal Mass in Phila?

During recent Facebook comments regarding the Mass in Phila., it was said that Holy Communion was open for EVERYBODY and that it was announced and was a special exception for that Mass. Can you shed some light on this. I countered that the writer misunderstood and it was available only to Catholics in good standing. However, I would like to know for sure.
 
The burden of proof is on the one making the claim. The Church does not permit non-Catholics to receive communion, I highly doubt Pope Francis went against this rule of the Church and no major news source reported it.
What seems more likely to me is that some individual took it upon him or herself to make such an announcement to whatever small group they were a part of and it was never approved by anyone else. Or this could be a game of “telephone”:

John to Steve: “Look at all those people going to communion! I bet some of them aren’t even Catholic!”

Steve to Bill: “I heard non-Catholics went to communion! Why didn’t they make an announcement to stop it?”

Bill to Brian: “I heard they made an announcement that non Catholics could go to communion!”

And on and on it goes… :rolleyes:
