Yes, everyone can bless candles, etc. The blessing represents their own desire that the object or objects be reserved as special in the sight of God. When a priest blesses something however, as the result of ordination and the fact that he ministers in the Person of Christ, the blessing is Christ’s and not simply his own. This is why Catholics usually opt for a priest’s blessing.
