What are the prerequisites of the Holy See to create a new diocese?

Hi,

Same question as the title. I have observed that in the Philippines, there are provinces with a huge number of Catholics but is still an Apostolic Vicariate and not a diocese. Can somebody also explain to me what and who administers an Apostolic Vicariate? Do they act as a diocese?

A starting point might be the bishop to cite appropriate reasons for having a new diocese to the appropriate authority.
