What are the rules regarding standing BEFORE receiving Communion?

I live in the Archdiocese of Portland, and I know that it certainly is wrong not to kneel immediately after the Agnus Dei, and fortunately, we now have a new Archbishop who, I have faith, will change this rule asking us not to kneel. I am currently in the process of writing a letter to him, asking with all due respect, that he remove this rule, if it is in accordance with his teaching. Hopefully, we can return to a time when reverence to God was the first of our priorities.
Are you aware that the universal GIRM does not have anyone kneeling after the Agnus Dei? Has actually not had anyone kneeling at that time since 1975. If the Church universal does not require it how can it be wrong?

That said, she has allowed the national conferences of bishops to decide what posture is appropriate for their countries and in the US the USCCB has mandated kneeling at this time UNLESS the diocesan bishop opts for another posture. Many bishops have mandated standing because it’s their right to do so. How can they be wrong for requiring what the Church herself requires in the universal GIRM?
