What Church Is This Verse Talking About

I looked up 1 Matthew verse 18 and it doesn’t match. Are you looking at something else? I’m trying to find the context of this verse.

Here is how the NAB states it:

15 "If your brother sins (against you), go and tell him his fault between you and him alone. If he listens to you, you have won over your brother.
16 If he does not listen, take one or two others along with you, so that ‘every fact may be established on the testimony of two or three witnesses.’
17 If he refuses to listen to them, tell the church. If he refuses to listen even to the church, then treat him as you would a Gentile or a tax collector.
18 Amen, I say to you, whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven. *

The church he is talking about is the church he started upon the rock, Peter. (most of us know which one that is.) In verse 18 he is giving the same power to forgive or retain sins that he gave Peter earlier in Matt 16:19 to the rest of the apostles as his bishops and priests.

I agree - this is a very critical verse (IMO) in understanding that Jesus established a physical/visible Church of authority (as well as an invisible Church which is the body of Christ). This is a real obstacle to non-Catholics if they are really willing to dig into this verse.
