What did Cardinal Ratzinger's recent letter say about Catholics voting for pro-abortion politicians?

I hope you can clarify what Cardinal Ratzinger meant when he wrote the American Bishops about the guidelines for Catholics voting their conscience and faith. I find it hard to believe that Cardinal Ratzinger would ever open a loophole in the sanctity of life doctrine big enough for a garbage truck.
