What did St. Maximilian Kolbe mean when he said that it is the Immaculata alone who has from God the promise of victory over Satan?

Well, it’s part of the Bible. The woman in Genesis… is Mary.
After the serpent tricked Adam and Eve…
And the Lord God said to the serpent: “Because thou hast done this thing, thou art cursed among all cattle, and beasts of the earth: upon thy breast shalt thou go, and earth shalt thou eat all the days of thy life.

“I will put enmities between thee and the woman, and thy seed and her seed: she shall crush thy head, and thou shalt lie in wait for her heel” [Gen. 3:13-15

She was conceived sinless, and never committed any actual sin, but the rest of us are conceived with original sin, then go on to commit actual sin.
