I’m not aware of any requirement to meditate.
I usually just think about the person I am praying for, or if in general, I just think about Our Lord’s mercy.
It’s supposed to be an easy prayer that one can say while one is doing something else. St. Faustina said it all day pretty constantly.

For God to have mercy on us and on the whole world…

The Divine Mercy Chaplet is “easier” than the Rosary.

The Divine Mercy chaplet is not a meditative prayer. It’s vocal, and what you are doing is focusing on the words.

I meditate on the Passion mysteries, similar to the Rosary, while invoking the Divine Mercy and thanking God for his mercy.
