People there did not break off, they remained faithful and were authorized by the LDS church to enter into these marriages. Authorized plural marriages continued to be performed in Utah, Idaho, Canada, Mexico and on the high seas until the LDS Church pres re-confirmed in 1904 that no plural marriage was or would ever be performed, anywhere since the 1890 manifesto (rather a lie, as the authorizations between 1890 and 1904 came from the first pres)
John W Taylor (son of pres john taylor) continued to believe that the manifesto applied to the US only, and he and Matthias F Cowley resigned as apostles in 1922 because of this belief. Taylor was eventually excommunicated.
