I have heard priests can be bi ritual celebrating both eastern and western liturgies is there anything special such as a seminary or training that someone would have to go through to be a priest who can celebrate both rites or no.

They would have to be trained, and would need permission from their bishop (and presumably, also the bishop of the diocese whose rite they were going to be celebrating).

A priest would have training in the additional rite, although such training does not have to involve training in a formal setting, but could just be from an experienced priest. Also, he would have to have approval from both his own bishop and a bishop of the second particular Church in which he is receiving faculties.

There are a few possibilities:
  • Concelebration
  • Rescript faculty of biritualism (usually for a limited time) from the Congregation of Eastern Churches
  • Papal indult of adaptation of rite from the Congregation of Eastern Churches
Familiarity with the rite to be celebrated is needed.

Archbishop Fulton Sheen was perhaps one of the more notable examples; this old post (particularly #12 by Irish Melkite) might lend some insight to how things have been done in the past:

GL, Ok - let’s try again. Sorry to be so long getting back to this, but I couldn’t get o/l the past couple of days because of pressing r/l issues (yes, I do have a life - albeit limited - beyond that of Irish Melkite

) I’m going to address your questions in reverse dequence, as the explanation seems to flow more naturally. You will, unfortunately, be a bit disappointed because I can’t give you definitive answers on all the points - some are speculative.
