What does it mean to become a born-again Christian and how do I become one?

Receive the Holy Spirit.

Catechism
1238 The baptismal water is consecrated by a prayer of epiclesis (either at this moment or at the Easter Vigil). The Church asks God that through his Son the power of the Holy Spirit may be sent upon the water, so that those who will be baptized in it may be "born of water and the Spirit."40
John 3
5 Jesus answered, "Amen, amen, I say to you, no one can enter the kingdom of God without being born of water and Spirit.

I’m tempted to summarize the article or to give a simpler explanation. In day to day terms, we become more and more oriented to Jesus, the Bible, and the the teachings of the Catholic Church. I think one is also born again each day as we turn to Christ each day in thought, word, prayer, and action – to live out our faith.

Non-Catholics may express this new birth sincerely in different terms.

In either case, we are turning away from sin and towards God 24/7/365.

This is not easy, as our old habits and impulses linger in us. People around us may not act the way they should and it is difficult to deal with them. Christ tells us that we should expect to suffer and to not expect miracles in response to our every desire.

We should pray every day in praise of God and in thanksgiving, submitting our needs and prayers for others.

We can experience joy of living in the kingdom of God, instead of the kingdom of the world.

For some protestants /reformed Christians it means that you have “asked Jesus to come into your heart and prayed the sinner´s prayer”.

Asking forgiveness of your sins to Jesus Christ. Being born again can be explained in John chapter 3

We are born again in Baptism which washes away our sins. It is a Sacrament that is instituted by Christ and that has His promise to effect what it symbolizes, namely, the remission of sin. This is supported by Scripture, as we see in 1st Peter 3:20-2, Acts 22:16, Acts 2:38-39, Mark 16:16, Galatians 3:26-27, and Titus 3:5. Also, many Fathers of the Early Church supported baptismal regeneration, such as Saint Ignatius of Antioch who said, “For our God, Jesus Christ, was, according to the appointment of God, conceived in the womb by Mary, of the seed of David, but by the Holy Ghost. He was born and baptized, that by His passion He might purify the water.” – St. Ignatius of Antioch in his letter to the Ephesians in A.D. 107.

If you have been baptized, you have been born again. You may or may not have begun to live that new life - but you have been given, as a gift, a new life in Jesus Christ. With that new life, you have also been given supernatural virtues and gifts - in potency. With those virtues and gifts (and only with them) you can begin to live the new life, and can begin to experience the very beautiful benefits and responsibilities of them, in the new life.

You asked, “How do I become” a born-again Christian? So if you have been baptized, you already are one - but you may or may not be living as you are intended to live - not yet. Many, many Christians have been born again in baptism and are not living in the sacramental graces and gifts of baptism! To grow into the new life enough to really experience it, you must - must - be faithful to who you are now, in Christ.
  • For most Catholics, or Christians in general, this kind of faithfulness means getting really serious about the faith!
  • Learn more and more about the holy faith of the Church - through Catechism studies and Bible studies!
  • Be faithful to the Catholic sacramental life: confess regularly, receive Eucharist worthily, and frequently!
  • Firmly resolve to resist temptation to any sin, from simple venial sins and most certainly any mortal sins! If you fall into sin, confess as soon as possible and receive Eucharist.
  • Develop a faithful and growing life of prayer. Learn to pray well. Learn to meditate on Holy Scripture, to grow in your relationship with the Lord Jesus. Learn to pray more and more deeply, to grow more and more into Him, in prayer.
  • Try to find a priest who can be a spiritual advisor for you, to help you on this path of spiritual growth.
  • In time, you will begin to experience this new life that Christ has given you. You will discover a “new you”, and you will bless and praise and thank the good Lord, for loving you so much!
If you cannot find a good spiritual advisor, find some good books on Catholic spirituality - this can be enough, with God’s guidance and grace, with your faithfulness in what I listed for you above.
