What does it mean to have a form of godliness but denying its power. 2 Tim 3-5 g the power of religion

Saint paul said to timithy—2 Tim 3–5 having a form of godliness but lacking the power or denied
Who do you think he was talking about? And does it apply today?

Putting on a show. Saying all the right words but not really believing. Not really obedient to God.
 
Basically it’s using religion for personal gain. Signaling to your audience through certain phrases and actions that you are on their side, in order to make them trust you.

It’s very common today, especially among politicians.
 
Yes, I think this applies today.

Maybe people who lead others astray (others like the women in houses it mentions), or the whole list at the start of 2 Tim 3, where it says lovers of themselves, arrogant, abusive, lovers of pleasure, etc.
