What does it mean to say that Mary is "full of grace?"

Hail Mary full of grace…

Is Mary full of grace given to her by God? Or is Mary full of grace to give?

In looking at the difference between the meaning of grace and mercy I am wondering why our prayer for Mary’s intercession for us states this?
