Scripture is the word of God. All scripture is from the mouth of God and holy men were moved by the holy spirit to write, and that is what is called scripture.
2 Peter 1:20
Knowing this first, that
no prophecy of the scripture is of any private interpretation.[Meaning, the bible was not written by any mans wisdom or knowledge, and that all the words are certified by God] [21] For the prophecy came **not **in the old time
by the will of man:
but holy men of God spake as they were moved by the Holy Ghost.
Though the New testament was still being written, what was eventually written would be from the mouth of God, and so it would be considered scripture.

An important message in the bible is the parable of the faithful Boreans. Who accepted the word readily and searched the scripture daily to see if the things they had been told were true. This is proof showing mankind that the ultimate authority is the scripture, which is the word of God, and to search the scripture, by comparing scripture to scripture, or spiritual things to spiritual things, as the scripture is spiritual, as is the nature of God, who is eternal spirit.
Acts 17:11 These were more fair minded than those in Thessalonica, in that
they received the word with all readiness, and searched the Scriptures daily to find out whether these things were so.
How did they search, they compared scripture to scripture, and by comparing you get harmony between verses that may seem to contradict each other, you compare them and try to understand what God is telling us. The faithful Boreans are our example of how we are to study the bible.
