What does the Church teach specifically on people who have learning disabilities? Namely those with Obsessive Compulsive Disorder? Where in the Catechism does it teach about learning disabilities? Are there any Church documents about this? Thanks

OCD is a mental health issue so perhaps search for that?
 
there is a document from the US bishops on welcoming persons with disabilities and specifically making provisions for their religious education and full participation in liturgy and sacraments, and removing barriers to that participation. It is based on application of canon law on this matter. It is available on the usccb.org website
