Why would it be necessary that an unbeliever correctly understand something to be saved?
There are several reasons. First of all, if an unbeliever comes to correctly understand the necessity of baptism and inclusion in the Catholic Church, then he/she will have the opportunity to repent and be baptized. Misunderstandings of what the Church teaches and why can be stumbling blocks to conversion.
In addition, misunderstandings of what the Church teaches can cause the already baptized to defend (and even participate in) intrinsic evils (such as abortion, contraception, and homosexual activities) and/or spread heresy. In fact, the last line in that paragraph actually sounds like it is talking about dealing with someone who has a material heresy (in other words, the person does not know that he/she is spreading heresy - in contrast to formal heresy, in which the person knows that he/she is spreading heresy, but does not care and will not give it up even after correction). It is always preferred to assume that a person spreading heresy (especially if the person is a lay person) is dealing with a material heresy.
Finally, and just as important, is the need to correct people who are spreading rumors about another person and the need to make sure that all false rumors sprung from a misunderstanding are ended because they can destroy a person’s reputation. The advice is to believe that the rumor is being spread out of a misunderstanding and has no malicious intent. The spreading of rumors (especially false rumors) destroys reputations and also can endanger the soul of the person spreading the rumors. Correcting a false rumor will allow the person spreading the rumor to repent and be reconciled to both God and the person that the rumor was about.
