I found this picture of saint Michael the archangel crushing the head of Satan, but it looks like he is holding an old fashioned scale above Satan’s wing. What does this symbolize?
As a paiinting, it is not too bad a composition.
So yes, while the scales are a symbol of justice, primarily they are a symbol of judgement, that preceeding justice. It is of note that while it is a single instrument, it is usually a plural when refering to the diepicted form. d that is fascinating in this way:
