What exactly is the third luminous mystery?

What exactly does the 3rd luminous mystery entail? I know it to be the proclamation of the kingdom of God, but does this refer to a specific sermon, the beatitudes, or to the entire ministry of Christ, etc… The rest of the mysteries seem to have a specific event in mind, but proclaiming the kingdom of God does not seem so specific to me. Any assistance would be appreciated.
 
Rosarium Virginis Mariae, the apostolic letter in which Pope John Paul II promulgated the luminous mysteries, does not specify a specific event for the third luminous mystery, so Catholics are free to meditate upon any event in the public life of Christ that could be considered one of his acts of proclaiming the kingdom of God. Personally, when I pray the luminous mysteries, I use the Sermon on the Mount since it is possibly Christ’s fullest explication of the heavenly kingdom (cf. Matt. 5-7).
