I had no idea that governments required passports to be made when prisoners are being moved from one place to another. I always viewed passports as something held by free citizens so they can move about from one country to another. If you have been arrested by the government, they know who you are…so why does the government need a passport to move someone who is not free?

No need to answer…just thinking out loud.
