What is a " Bull "

I was looking on Papal Encyclicals Online , and alot of the older ones they have on there say the word Bull , I was just wondering if anyone can give me a plain english type definition of what the word Bull means in that context ?
 
Generally a “Papal Bull” is a “decree” – a formal statement usually not associated with doctrine or dogma. It tends to be used for things like excommunications, laws, appointment of bishops, and so on.

It got the name “bull” because the “bulla” or seal of the Pope was affixed.
