What is a Confessor in OFM Cap?

A parish in Cleveland has OFM Cap. priests. From their bulletin, one of their priests is called “Confessor”. What does that title mean?

I think it just means that he is the priest that will normally hear your confessions rather than the pastor, although the pastor should hear your confession.

I attend a Capuchin run church, and we had a priest that was to ill to ever say a mass, but did concelebrate from the front pew; and he liked to offer his time hearing confessions.

Ok, that makes sense. I was just curious because that church does not only have one priest for Confession. Sometimes 2 priests both are hearing Confessions.
