What is a Personal Prelature and how does it fit into other ecclesial models?

Could someone explain to me what exactly is a personal prelature and how does it exactly work.

Could someone also explain this quotation to me
Personal prelature is an institutional structure of the Roman Catholic Church which comprises a prelate, clergy and laity who undertake specific pastoral activities. Personal prelatures, similar to dioceses and military ordinariates, are under the governance of the Vatican’s Congregation for Bishops. These three types of ecclesiastical structures are composed of lay people served by their own secular clergy and prelate. Unlike dioceses which cover territories, personal prelatures —like military ordinariates— take charge of persons as regards some objectives regardless of where they live.

Br JR will explain better but a personal prelature can be anything the pope wants for the most part. The only one is Opus Dei so far and it is set up a certain way that can or cannot be copied for the SSPX.
 
A personal prelature complements other prelatures.

Opus Dei doesn’t collide with other diocesean activities. Opus Dei for example doesn’t offer First Holy Communion, CCD or RCIA for parishes. It exists for the person, not for a parish.
 
So this means, even they are in communion with Rome, they don’t offer all the sacraments?

Of course not. The diocese takes care of these critical matters of the sacramental life and formation. First Holy communion and its preparation isn’t the same as Communion.

A personal prelature is simply not self standing, that’s all. In Opus Dei it provides formation for members of dioceses.

So basically they are a section within the dioceses? But they do not report to the local Bishop but instead to Rome?

The prelate of Opus Dei reports to the Pope.

They aren’t a section within the diocese. They remain a member of their geographical diocese and the prelature.
