What is canon 1095, paragraph 2?

I am trying to understand the decision of my annulment. There is a canon cited (canon(s) 1095, 2. How can I find out what this is and what it all means?
 
Dear Docs,

Canon 1095, paragraph 2 reads: “They are incapable of contracting marriage: who suffer from grave lack of discretion of judgment concerning matrimonial rights and duties which are to be mutually given and accepted;”
