Perhaps this is a mistranslation, but I understood that EC priests were married only before their ordinations?
It’s a mis-translation. Easter Churches may ordain married men, but no priest may marry.

As far as the scope, it’s possible that the church might allow some married Deacons to be ordained Priests in some EXTREME situations.

For example, I read that in the Amazon, there are only 2 priests for a thousand miles but 100+ deacons. The possible solution there is to suspend the discipline in that Diocese and ordain some senior Deacons.

It’s a English translation of an Italian news story based on an interview of Pope Francis with a ninety year old atheist news reporter who admits that he does not record his interviews, nor take notes during the interviews but rather reconstructs quotations from memory in his own words after the fact.

I would take everything from the Scalfari interviews with a truckload of large grains of salt. There are an awful lot of places for something to get lost in translation.

But, of course, they would also have to dispense of the vow to be forever a deacon. Why? Because permanent deacons are not allowed to become priests even if (a) they are ordained as permanent deacons as single men or (b) they are widowers.

This isn’t completely true. There is a special permission a Deacon can get if his Bishop agrees and asks the Pope for dispensation. But yes, it not common.
