What is meant by attachment to sin?

One of the criteria for obtaining a plenary indulgence for oneself is that the person seeking the indulgence must be free from attachment to sin. Does this mean that the person at the time of seeking the indulgence must be free of venial sin and has no desire/will to commit further sin? ( ie the desire could encompass only a short period of time ) Or does it mean a more or less a habitual state of freedom from sin perhaps attained after ridding oneself of the addiction of sin ?
