What is meant by the Church is the "minister of redemption"

CCC1471 “An indulgence is a remission before God of the temporal punishment due to sins whose guilt has already been forgiven, which the faithful Christian who is duly disposed gains under certain prescribed conditions through the action of** the Church which, as the minister of redemption**, dispenses and applies with authority the treasury of the satisfactions of Christ and the saints.”

ive ever never heard that term before but its talking about confession. the church is “the minister of redemption” because we have the sacrament of confession. the priest in the person of christ gives a person absolution of sin thus he is the “minister of redemption”. also we are the “minister of redemption” because we have the fullness of divine revelation. we have all 7 sacraments given by christ.
