What is meant by those who are 'born eunuch' in the Bible

Attractions to the opposite sex develop naturally unless thwarted by outside factors combined with personality traits, the only factor that may be considered genetic. That genetic factor of personality is only a contributor and can never by itself thwart the natural progress of heterosexual development. So I hope you can see why no one is born gay.
