What is that odd question-mark like symbol in the Grail Psalter

I just bought the Abbey Psalter from amazon and it is very beautiful. Great translation and edition. The whole thing is a copy of a calligraphed original, and this tends to slow one down and savor the words (which are in large print). Does anyone know what the symbol is that is sort of a combination of a question mark and an exclamation point that appears in there frequently? It is clearly not either of those two symbols.
 
If I had to guess, I’d say it sounds like a punctus versus, which is a medieval punctuation mark kind of like a modern semicolon. But it would be odd if they preserved the single punctuation mark without including other examples of medieval punctuation. Perhaps someone more familiar with modern chant can clarify if the symbol has been co-opted for some other purpose?
 
Good question. It’s not a semi-colon, as that is used elsewhere, and in Psalm 2, it occurs right after a colon.
