Who is Jesus reffering to in the book of Isaiah, Chapter 29 Verse 12?

Isaiah 29:12 And the book is delivered to him that is not learned, saying, Read this, I pray thee: and he saith, I am not learned.

I’m not an expert but you really need to read the quote in context. Jesus didn’t say that, Isaiah is one of the prophets who spoke of Jesus and the book is a metaphor, I don’t believe it’s referring to a specific person.

If you read 11 & 12 the verse(s) make sense.

I know where you are going with this. Muslims like to use 29:12 to refer to mohamad.

As it is claimed that mohamad was in a cave and an “angel” appeared to him asking him to read/recite and he said that he cannot read.

29:12 is not referring to mohamad.
 
What do you think it’s referring to
The links that Barb posted are much more informative than I can be, but when I read it what I get out of it is basically that it’s a metaphor for mankind essentially finding excuses for not accepting God’s word. Verse 11 even says “And the entire vision shall be to you like the words of a sealed book” The fact that it’s phrased in this manner indicates that it is a metaphor so there is no actual book so your first question is not applicable. Again, Barb’s references no doubt come from someone way more educated, but that’s what I get out of it. 🙂
 
To me personally, that chapter and verse of Isaiah, is found again in at least two other places:

Acts 8:30 -
Philip ran up and heard him reading Isaiah the prophet and said, “Do you understand what you are reading?”

He replied, “How can I, unless someone instructs me?”
So he invited Philip to get in and sit with him. This was the scripture passage he was reading: “Like a sheep he was led to the slaughter, and as a lamb before its shearer is silent, so he opened not his mouth. In (his) humiliation justice was denied him. Who will tell of his posterity? For his life is taken from the earth.”

Then the eunuch said to Philip in reply, “I beg you, about whom is the prophet saying this? About himself, or about someone else?”

Then Philip opened his mouth and, beginning with this scripture passage, he proclaimed Jesus to him.
As they traveled along the road they came to some water, and the eunuch said, “Look, there is water. What is to prevent my being baptized?”
**And in Revelation **(where St. John witnesses the opening of the sealed scrolls).
