What is the difference between desire and lust?

Sometimes, it is natural to have physical urges, e.g arousal yet when does this turn to lust; when you intend to fulfill them or consider fulfilling them or if you want to fulfill them. Could reasoning that fulfilling them is not a sin be an act of lust?
