What is the first council we know about that did not include only apostles in the decision making process?

The question is pretty straight forward. I just want to know when the first non apostolic bishop was involved in making decisions in a council. Please note, I would like to know when the first council was that included a bishop not occupying a seat of an apostle in a decision making role was… so basically, the council must have at least 13 bishops involved, includingPeter’s seat. I know it may sound like an odd question but it could have important implications.

IIRC, the earliest record of council(s) are the local councils that were held to discuss the matter of Easter. These councils were convened upon the direction of Pope St. Victor, who instructed all the Churches to hold local Councils on the matter (around A.D. 190), and report the findings back to him. We have a record of this instruction from the letter of the primate of the Asian Churches St. Polycrates to Rome as recorded in Eusebius:
“I could mention the bishops who were present, whom I summoned at your desire; whose names, should I write them, would constitute a great multitude. And they, beholding my littleness, gave their consent to the letter, knowing that I did not bear my gray hairs in vain, but had always governed my life by the Lord Jesus.”

St. James was not an apostle and he made the decision for the First Council of Jerusalem
