What is the history of the canon of scripture?

I’m currently talking to a friend about the Bible. One topic that came up was who put the Bible together. Now, I realize that the Torah was around a while however, the Torah does not have the Book of Ruth in it like the Old Testament. In fact the Torah only has 5 books. So who or what religion decided upon what books will go into the Old and New Testament? I heard it was the Cardinals of the Catholic Church that decided what books would go into the Bible is this true?
