Yes it is part of the Apostolic Fathers, first century Christian Catholic documents. Enjoy!

Well, the Didache is Sacred Tradition written down. We Catholics have both Sacred Scripture and Sacred Tradtion.

The Didache concerns how Catholics practice, which of course is based on what they believe.

The Didache is a Catechism used for instructing catechumens in the faith. It is not scripture.

This is a good table to compare early Church authorities on which texts were scripture. Although some viewed other texts as scripture, you find the majority of what our New Testament is were by far viewed as scripture opposed to other books.
This doesn’t necessarily mean it’s bad. The Apostolic Fathers collection includes the Didache, Shepherd of Hermas, Epistles of Clement and Barnabbas etc; basically the " Apostles of the Apostles". Many Church tradition comes from these writings.

Most likely never considered, as the fnal public revelation ended with the death of St John.
