But, there are some who take “case of necessity” a bit too fa dr. I love my parochial vicar and we agree on things 99.9% of the time, but, he has a terrible habit of doing this, especially when he can handle the number of communicants himself.
 
I suspect when the whole EMHC provision came forth, most parish priests gave in to pressure from key parishioners. My working theory is once news of the EMHC broke, those parishioners who were looking for a more visible role in the parish stepped right up and volunteered. The parish priest, not wanting to lose members went along with it. Now the EMHC is standard in most parishes whether necessary or not.
